RFL rule changes for 2026

Goal-kick timing and live video review: a summary of the RFL’s November 2025 announcement for the 2026 season.

Which matches does this cover?

The RFL announcement applies these amendments to matches with an appointed video referee and timekeeper. They should not be treated as universal rules for every rugby league competition.

Goal-kick shot clock.

The announcement introduces a 60-second limit for penalties and conversions. After a try, timing starts once the video referee confirms the review outcome. The kick must be taken before time expires. The announcement describes a separate procedure if the kicking process is disrupted, such as the ball falling from the tee.

Live review.

A referred on-field “no try” decision stops the clock for review. An awarded try is reviewed with the clock running initially; the conversion must wait for the video referee’s approval. The RFL sets conditions for calling time off during an unfinished review and resetting the clock when a try is overturned.

Consult the complete RFL announcement for the precise timing procedures. For the separate Australian competition framework, use the NRL’s official rules resources.
